To be an orator, an individual has to be morally good?

I don't think that it depends from it. I started to notice that to be a great orator is a gift, and some are very gifted with it. Yes, no doubt that a person who is willing to learn can become a very good orator. I cannot tell who is morally good or bad until an orator expresses their morality in their speech. Only then we can learn that, so speaking form my experience, I would have to say that, an individual doesn't have to be morally good, but it can drive the audience away if people do know that the person is immoral and leads an immoral life while trying to speak of moral choices. So in a way it is all tight in between, and I know some preachers who lost their reputation, because they spoke of good deeds and pure life, but at the same time they themselves lived immoral lives. If the audience is not aware of the personal choices of an orator and personal views they can speak of anything, and they can be really good at persuading people to make decisions according to their speech.
